FWD: Support letter to Kim Beazley from Mike Parr

Date: 9/6/2000 6:51 AM
From: Artspace Australia

We have received the following letter from Mike Parr on behalf of a committee of concerned artists in relation to the implications of the proposed Ralph legislation.

Like Mike Parr, Artspace is deeply concerned that the implications of the New Business Tax System (Integrity Measures) Bill will have a disastrous affect on individual artists and the future of contemporary art in Australia. We strongly encourage you to support this request from Mike Parr, who is seeking a meeting with Kim Beazley to address artists' concerns and opposition to the legislation. This is probably the most serious issue confronting artists in Australia today - do not be complacent - the situation is urgent and demands your immediate attention. Do something for your future now.

Dear Senator,

By now you will be fully informed of the issues surrounding the New
Business Taxation (Integrity Measures) Bill, about to be debated in the
Senate. What you may not have fully considered is the drastic impact that
these measures will have on practising artists in this country.

The majority of visual art produced and seen in Australia is made by
artists who earn
less than $20,000 per annum from their work. In other words Australia's
internationally recognised visual arts culture exists because artists
subsidise it out of their own pockets. They are only able to do this
because they can currently claim their expenses against a second income.

The new tax laws advocated by the Ralph Report, will have an immediate
negative effect on the production of all visual art in this country.

The lack of debate and action on the part of our elected representatives to
measures that will inevitably destroy so much of the vibrant visual culture
built up by important organizations like the Australia Council, the State
Galleries as well as the many colleges and schools for the arts established
under all governments during the last three decades, is a profoundly
retrogressive development.

Your arguments against these new tax measures will help ensure the future
of Australian art and its community.
